May 28, 2009 – “Insert from UT San Diego” – Escondido is the only city in the county that is allowed to discharge highly treated wastewater into a creek – Escondido Creek – when it rains heavily. In exchange, Escondido promised to upgrade its wastewater treatment plant and install a larger ocean outfall pipe to accommodate the needs of its growing population. Read the entire article here
